Intelligence is 80%+ hereditary according even to Wikipedia, and there is no way to increase intelligence. The only way to alter it is to decrease it through various means like incest, domestic abuse, severe malnourishment and damaging the brain. The reason it's unclear if it's 80% or less or more is because in 3rd world countries, where genetic intelligence is already low, these factors occur in addition to that, most notably incest. So in White countries the percentage is higher, in non-White countries it's lower.
But there is a very easy way to measure intelligence throughout time: History. Africa was always piss-poor, caught in tribal warfare, cannibalism, acts of brutality, crazy amounts of laziness and unparalleled crime. It always had the lowest levels of technologies. To blame everyone else for that is a cope. Their intelligence even today is the same in relation to other races as it was millennia ago. They are a race of very low intelligence.
It's genetic and cannot be changed.
But the genes of parents themselves have the highest impact, so there is a higher chance to inherit their genes.

It's more than just that. It's a mentality of carelessness and meaninglessness. It's not an actual decrease in cognitive capabilities, but worse decision making.

When I was in Germany, we had 1 Indian programmer. Despite him being 90% in Germany, he was married to his cousin. Incest is extreme among shitskins. It is common knowledge that muslims do cousin marriage as well.

As I said, there are factors that decrease intelligence. Take them away and you reduce the decreasing factors. Also (in the past) migrants tended to be on the upper half of the IQ distribution. The problem is that you basically have to hold their hands forever, otherwise they will resort to their natural behaviors. Which goes right back into incest, cannibalism and gang rapes.
And we are basically talking about "well behaved" niggers, not actually smart ones who are proficient in arts, science, engineering, etc. It's still an improvement compared to US jogger types or the mass migranto gang raping types, as they value education more too.
