If you are a citizen of China, then ... yes ... it can. However, good luck ***enforcing*** it. Most other countries are going to tell the chinks to go piss up a rope when it comes to enforcement and would see any incursion by Chinese "authorities" to enforce such laws on said Chinese citizens on non-Chinese soil rightfully as an act of war and would proscecute said persons, if caught, as enemy combatants in a military tribunal with summary execution as the only sentence.

The separatists can really all go fuck themselves. The uyghurs are annoying islamist faggots that like to play victim. Tibetans are the niggers of china and had legalized slavery until china took it over (and it was always part of china before the ROC. The great state of Tibet only existsd for about 30 years, it has as much legitimacy as Catalunya, the Ukraine, or israel). Falun gong is genuinely evil and jewish. If the chinese send their version of the gestapo to round up these elements it's a net good. Even outside of China these groups are a detriment to society, especially Falun gong. If I were to lead a country I'd do their work for them and deport them all to china myself.

The translation is pretty bad. I’m not really even sure what this law is attempting to say.
It's saying that the chinese government has the authority to attack subversives beyond its borders. Really it's nothing extraordinary. Every state on earth with the means to do it does this (especially the US), but china is stating out loud that they're going to be doing this and it's framed under an ethnonationalist slant, as in: "all ethnic chinese people at home or abroad are a part of the "fatherland" and those attacking china are traitors to the chinese race". Another part of the law is a blatant statement that sinicization will be continuing in china proper. Again, something that's been happening for several thousand years at this point. All in all, the law is just saying shit that's always been happening out loud. I suppose the comfort china feels in just saying all of this outright stems from the US proving itself a colossal failure in every regard in the past several years.

If you go to another country, and perform an act that is legal there, but is illegal in the US, then when you return to the US, you can be charged for that crime.
