It's saying that the chinese government has the authority to attack subversives beyond its borders. Really it's nothing extraordinary. Every state on earth with the means to do it does this (especially the US), but china is stating out loud that they're going to be doing this and it's framed under an ethnonationalist slant, as in: "all ethnic chinese people at home or abroad are a part of the "fatherland" and those attacking china are traitors to the chinese race". Another part of the law is a blatant statement that sinicization will be continuing in china proper. Again, something that's been happening for several thousand years at this point. All in all, the law is just saying shit that's always been happening out loud. I suppose the comfort china feels in just saying all of this outright stems from the US proving itself a colossal failure in every regard in the past several years.
