No. It's because of russian attitude and the general worldwide consensus that Russia is still a shithole because it was in the 90s/00s (to be fair, in many parts of Russia this still holds true). Russia has changed its laws to make immigration easier, yet still few people come. The ongoing war doesn't make people eager to go there either.
The soviet union was extremely xenophobic, and that was never propagandized out of its people, so its former member states still are. Russia never had a colonial past like the other major European powers, so no stream of migrants from former colonies. Russia never got slapped with guilt for the ussr, so they don't have a complex towards "righting their wrongs" like Germany. Russia was never occupied by western powers like every country in the west until the 90s, and yeltsin's sorry ass met immediate resistance, so they were not forced to do nearly as much. Most of russia's present situation has to do simply with how russia is and also russia's past aligning to make decent circumstances.

Well articulated. The ''_extremely xenophobic_'' part is wrong though. The Soviet Union was, outside of past empires, such as Rome & The Ottomans pretty much the 1st jew-made melting-pot. Tajiks & Baltics, Poles & Tatars -- all strewn left, right all across the Union.

But Russia? Russians might view themselves as superior - but they are not particularly xenophobic.
The people inside of the ussr were insular and paranoid about outsiders regardless of Government policy. Part of this has to do with their vulnerability as the only socialist state in the world for a long time, until 1949 (but then they broke with China anyways), but they remained the only *powerful* one regardless. The other part of it has to do with how they already were before the ussr. The soviet government did very little to make people "non-racist", at least not effectively, and so almost all the thoughts that they held prior to 1917 still very much persisted.
Russians aren't particularly xenophobic, some parts of Russia like st Petersburg have had a reputation of being cosmopolitan since Peter the great, but in comparison to the west they are.
