The people inside of the ussr were insular and paranoid about outsiders regardless of Government policy. Part of this has to do with their vulnerability as the only socialist state in the world for a long time, until 1949 (but then they broke with China anyways), but they remained the only *powerful* one regardless. The other part of it has to do with how they already were before the ussr. The soviet government did very little to make people "non-racist", at least not effectively, and so almost all the thoughts that they held prior to 1917 still very much persisted.
Russians aren't particularly xenophobic, some parts of Russia like st Petersburg have had a reputation of being cosmopolitan since Peter the great, but in comparison to the west they are.
