I believe this is the relevant line. Is there documentation in 8 USC 1101 that dictates the terms of a “petition,” though? Does that refer to only a single person, or are there group “petitions”?

In what way? This isn’t law. It will be repealed day one by the next administration. It doesn’t restrict nonwhites at all. All the big companies can easily afford 100k as though it’s pocket money. It’s now cheaper to hire infinity foreigners than to pay for benefits and salaries for actual citizens.

A salary paid to an American employee is also a business expense, anything you have to spend to be in business is a business expense.
