I believe this is the relevant line. Is there documentation in 8 USC 1101 that dictates the terms of a “petition,” though? Does that refer to only a single person, or are there group “petitions”?

Read the Talmud long enough, you start to think like jews. It becomes important when trying to parse the laws they wrote for other countries.
