I think this manga refers to ethnic Japanese who lived in Brazil. They were invited by the Japanese government to Japan, and when they arrived they caused problems and were massive nuisance.
Though it is true that Japanese Brazilian were seen as outsiders I feel like if it were referring to ethnic Japanese from Brazil it would have an ethnic Japanese name. Last I checked "Cleyton Sousa da Silva" is not a Japanese name at all but it is a pretty acceptable Brazilian name . "Cleyton" is not a Japanese first name and "Souza da Silva" is not Japanese surname either but it's a common surname in Brazil. Why would Japanese brazillians be represented by something called " "Cleyton Souza da Silva"? It would be like saying that the monkey from America with the full name "John Smith" somehow represents Japanese Americans.
Maybe by making it easier for Japanese brazillians to immigrate to Japan they accidentally also invited some other completely unwanted people from Brazil in toll as well.

Some people mentioned about Japanese Brazillians but this isn't about them because the monkey doesn't have a Japanese name . Its name is "Cleyton Souza Da Silva" . Cleyton isn't Japanese and "Souza Da Silva" is the most common surname in Brazil and also isn't Japanese. A Japanese Brazillian would have a Japanese surname

What you've posted is an example of "Manga", which is like a comic or a graphic novel. They even have "Yonkoma" which is roughly equivalent to a comic strip, in that it's short-form, having only a few panels.

LOTGH is an anime that talks about how the Empire of the show, came about because the previous Republic became degenerate and corrupt so much that people voted for a dictator to sweep the degeneracy away. That is not a children's plot, and its the only fictional show i've seen that made direct referances about the degeneracy of the Weimar Republic despite this show being a "cartoon".
