No. Murder unconditionally trumps genetic conditions in my opinion. It's not the kid's fault, they don't deserve to die for it.

My stance is this: I have limited resources, and I should maximize the combined wellbeing of all my children. A child with down syndrome would be a massive resource sink, resulting in a worse life for everybody, and he would still be miserable anyway, no matter the effort.
