The problem was Judea was right on the eastern edge of the Empire, so there wasn't really any way to stop the pharasee leadership from fleeing across the border to found a new religion in Babylon. Honestly I think he might have, theres plenty of evidence the modern rat-men we deal with are not actual descendants of the jews Titus and Hadrian BTFOed. They even admit theyre at least 50% Canaanite genetically.
