The problem was Judea was right on the eastern edge of the Empire, so there wasn't really any way to stop the pharasee leadership from fleeing across the border to found a new religion in Babylon. Hadrien would have had to work together with the Parthian Empire to catch them all, but Romans and Parthians absolutely hated each other.
