Luther didn't have access to the information and understanding we have today. He actually started out pro-jew until he found out about the Talmud. His era also wasn't nearly as jewed as we are today.
Luther was ultimately a Catholic - the early protestant reformers essentially saw themselves as steering the ship of the Church back on course rather than constructing an entirely new ship from scratch. This is evident in how various Catholic teachings carry over to those denominations, including universalism: jews can't be cursed, or have any other special fate - they are simply future converts who will surely turn to Jesus any day now.
There is increasing evidence of the jews being impostors, and not just from a Biblical angle. The jews insist they are the literal blood descendants of the twelve tribes, but then various evidence emerges indicating that [they actually have Canaanite DNA](https://archive.is/oLK5q) (not the totally separate DNA they ought to have from the Israelites' origins in the far-off land of Ur). In order to uphold their "true Israelite" LARP, they jump to the conclusion that the Israelites must have actually originated in Canaan all along, and the whole Genesis/Exodus account is fictional.
