Case in point, she was poaching (this was no accident) Pismo clams, which were harvest nearly to extinction a few decades ago, back when California's coastal cities were still relatively 'normal' sized. The 50s/60s saw the huge explosion in growth (look up pictures of San Diego from then it's crazy). The explosion in population met the popularity of Pismo clam digging, so all these faggots ran out to the beach to scoop up everything they found.
Pismo clams grow pretty slow, the 4" standard takes about a decade of growth to achieve, so of course with the typical shortsightedness in people they just assumed the clams were infinite and killed everything.

I figured that was probably part of this story. She probably owns a souvenir shop or something and knows better. I was at Pawleys Island (SC) several years ago and my family were the only ones on the beach until this lady pulls up in a van with her 3 kids and they immediately go to work picking up every starfish on the beach, putting them into 5 gallon buckets and then laying them out on a blanket to dry them out. They did one round of that before I told her to stop and had to threaten to call the cops. People are pieces of shit.
I'm aware of such laws, just disagreeing with the methods. If you don't tell anyone why they shouldn't pick up the clams and then fine them you're not doing anything to protect the clams, these things can get ruined even if returned. They have no interest in protecting the clams, they just milking money from unaware people.
