I also agree with that. The only type of government organization that can claw back from <whatever> and form something new is one that is willing to wield the power of the state over its enemies.

To be fair, a tradition will need to be established, one of the reasons NS crumpled so fast after the allied victory was because it had no tradition to fall back on to ensure it would survive occupation.

Probably would have created one in victory, 12 years with a war and having to fix a ton of issues just isn't enough time, they had plenty of grand ideals.
