To be fair, a tradition will need to be established, one of the reasons NS crumpled so fast after the allied victory was because it had no tradition to fall back on to ensure it would survive occupation.

Probably would have created one in victory, 12 years with a war and having to fix a ton of issues just isn't enough time, they had plenty of grand ideals.

Yes, and the Nazis were sadly all over the place with what prior traditions they wanted to include into their own ideology.
