At a bare minimum one would need a resource like the Bakken in the US and Canada. ALL of it. Canada has most of that resource. There is another enormous issue with the Bakken though... Unless you just want to dump it on the ground you will need a refinery. That is no easy task. There is one in Louisiana... :) Remember Keystone XL? That baby was to bring Canuckistani and ND oil to refineries that can handle it and make it into something other than waterfoul-killer.
Hate to say it but the PNW has some fine resources but no oil. Without oil you are doomed. Even if you had 10x the nuclear plants it wouldn't matter a bit because you can't use electricity to run cars or tractors or chainsaws or mining equipment. Selling the oil then re-importing it would be absolute DOOM without a serious navy that could make that trade happen. Nope. Sorry. Not gonna work.
You would need compact nuclear power that could be placed in a vehicle. Now I believe this tech exists already and exists safely and at a reasonable price point BUT it would need to be built in enormous quantities and the factories would require... stuff. That stuff would require trade with industrialized areas that are able to create high-precision products in large volume... That means CHINA because the US exported all their manufacturing decades ago. It would take a generation of peace and prosperity... which would have to flow forth from an oil well... to re-build those systems. Nope. Sorry. All of this is folly. First and foremost talk to me about the energy systems for grid power and then about the energy systems for mobile industries like farming and trucking and trains and shipping, then about all the petrochemical industrial tools that need to be ramped up like fertilizer, and gasses like Neon and Helium and CO2... ... Should I go on or is this enough>?
