No, niggers can indeed be retarded. It just takes their iq from 80 to even less than. Usually whites with an 85 iq *have* some primary morbidity causing it that makes it outwardly obvious that they're retarded, such as low functioning autism. Low iq just makes you classically stupid. A nigger that has low functioning autism (for instance) will still show all the symptoms of it, but will be even lower in iq.
