depending on the scale you use, sub-80 and sub-70 IQ are mentally disabled.
the US military has been doing research for decades and found anyone under 80 IQ is net negative to mission success, that there's literally no job they can give someone under 80 IQ and be net positive, not even janitorial work.
now consider that the average "african american" black IQ is only ~83. so nearly half of blacks born in the US are born net negative. it's even worse when you look at sub-saharan africa ("immigrants") where the average IQ is significantly lower... the overwhelming majority are legally mentally retarded.
