Seriously, I would have been cutting all those 2x4s as they were lining them up along the side of my house. They would have never finished construction once I knew they were seriously trying to pull that shit.
I’d bet my life it’s going to end up being a rental.

At that you might as well have a condo. Are there even windows between the two? How would you go about painting, cleaning or maintaining the wall between?
The neighbour's plan, or construction crew, ignore the legal building zone, and the neighbour asked the council for a "relaxation", which was granted.
It should not have been granted. This is a hazard in multiple way.
Dangerous to do any maintenance between the buildings and a fire hazard.
Of course all of this would have been avoided by the developper not making ridiculously tiny lots to mix-max his profits.
