there's a whole shitload of federal and state laws on it. federal law requires it's 80%+ seniors and can either be 55+ or 62+, and there's a whole shitload of nitpicky requirements they have to follow. and if they fuck up, it can invalidate the whole thing.
for example, they cannot restrict OWNERSHIP, only OCCUPANCY. it's tiny distinctions like this that can screw it all up if the place messes up.
