I wouldn't be too harsh on them in this case. Fish & Game is not usually in the business of animal rescue, and they certainly aren't messing around with power lines. There are sometimes dedicated non-profits that deal with wildlife rescue.
The purpose of Fish & Game is to manage the wildlife of the region from the macro scale. Work on habitat development and management, and control illicit hunting. A lot of guys will get prickly about this because "muh cops" and "I should be able to hunt where I want", but the truth is it all needs to be overseen as we're not in a wild frontier anymore. If you want an example of why this is necessary, go watch the section of Africa Addio where the colonial oversight of the game preserves vanished. Both black and White fell on the wildlife in their own particular versions of gluttony.
So yeah, if an animal does a stupid thing that gets itself injured or trapped, that's life. Maybe you can help, maybe you can't.
