Chemtrail geoengineering is real. But the extent to which they can "control the weather" is unknown. I'd guess that mankind has little influence over the weather even with trillions in R&D and the most advanced military technology available. I wouldn't underestimate mother nature.

I would imagine that they can only do a temporary nudge. The amount of natural power would be very difficult to change over an extended period of time. The rebound effect would also come into play as the earth seeks equilibrium
