I don't know about "super weapon", but a bunch of malicious cloud seeding plants is completely plausible.

Honestly, it's probably just an israeli "tourist" who just set fire to the real estate they wanted to steal. Similar to what they were doing in Argentina in the patagonia mountain ranges.
