Not saying that this is real, but there are a substantial amount of people in the military that *sincerely* do not give a remote fuck about these things. Man really could have said "eh, whatever" and just kept his phone on him anyways. And with the whole demoralized attitude surrounding this overall, that makes it more plausible. And people have been doing these things for a while. Lots of footage came out of middle eastern wars that technically shouldn't have been shared because they shouldn't have had their phone/camera on them due to opsec, but they did anyways.

I already don't think this is real, you don't have to prove it to me. But really, when people are as demoralized as the average American right now, including (and possibly especially) the military, rules start to slip and people legitimately stop caring. Even the mid-ranking officer that would check him might very much *not care anymore*. Let's say you're a lt-col or a major and you've got to inspect this guy, you got a wife and teenage children at home and you're in some godforsaken place. You voted for trump for no new wars and to make America great again, but you feel betrayed. You're questioning your job and the last 20+ years of your life. Is this individual less likely to give a fuck? Yes

Is anyone surprised about this? This issue is enough to turn most sane Americans against those rapists.

And think about it - some US ship shows up and the decision is made to kill them and blame Egypt. How long did they discuss that? 5 minutes? 10 minutes? Was the greatest counter-opinion "oy vey, what if they find out?" Because they were disproven - people found out and it was buried.
