Tolkein pretty much admitted he based the elves off the Finnish people, they are tall, blond and basically super aryan people (with an abysmally low birth rate--1.25 to 1.32 children per woman)

The phenotypes also follow suit (with the exception of the sindarin who are moriquendi but designed nordic). The high elves have blonde hair and blue eyes, typical of Finns and other nordids. The moriquendi are generally pale skinned, dark haired, and shorter which is typically celtic.
For some added somewhat unrelated info: that is 100% the typical celtic phenotype by the way. Hitler had the celtic phenotype. It's an intermediate between nordic and mediterannean looks, and it's somewhere between both. The red hair that's somewhat common in Britain and Ireland is pretty unique to them, its probably caused by sexual selection and low genetic diversity. The roman depictions of the gauls as practically indistinguishable from the germanics were kind of sensationalized, the modern French closest to them are the southerners who are very much somewhere between mediterannean and nordic. This is still the most common phenotype in most of the British isles outside of Eastern England and Northumbria. Also northern Spain, austria, northern italy, and southern Germany, the celtic urheimat(s). Though there's a spectrum, some celtics look much more mediterannean (southern Spaniards, some welsh, some irish) and some look much more nordic (again some Irish, some Scots, some southern germans/austrians)
