Monarchy requires a fundamentally good person at every level of power. The King, his advisors, his spares, his heirs, his powerful allies, his enforcers, his informants... everyone needs the purity of a saint to not abuse their power and keep the rest of the system from finding out.
If that many fundamentally good people existed we would not need societies and rulers.
Ideal monarchy is like ideal communism.
