The Deep State in general benefit from projecting the police as an omnipotent entity, that "Johnny Law always gets his man," just like in every TV show and movie. Yet consider the clearance rates in most major cities; something like 80% of homicides go unsolved. The ones that are cleared are because the victim had some connection to the killer, so those are easy cases.

Otherwise, the cops don't care to solve most cases; especially in a city like Chicago where nobody cares about another dead nigger.
