That's because they are doing exactly that. On every cent still on the card. And before laws were changed that allowed gift cards to "expire" if there were any funds on the card after a certain amount of time they simply confiscated them. Abandoned property. The government does this to "unaid tax refunds". This whole system is far more nefarious than the plot of Superman 2.
Oh, tax refunds? Same thing. Taxes are an interest free loan to the government for most working class Americans.
