I keep hearing that about WV, TN and MO.

People like to think the days of corrupt "Good Ol' Boys" cops are over, but it seems to actually be an institution in those parts.

Yes, absolutely. There's news reports every year from every corner of the country. I hate that "just a few bad apples" bullshit. The "good" ones absolutely know what the "bad" ones are up to, or at least that they're up to something, and do nothing about it because of the "brotherhood;" which itself is just more bullshit that corrupt cops use to lean on anyone who might expose them.

most smaller towns/areas cops are pretty corrupt. i used to live in upstate new york and cops there were very easily bought. i've seen sheriff deputies at crack houses smoking crack, getting shitfaced on duty at mechanic shops after hours, etc. you can pay your way out of a ticket too a lot of the times.
