Depends... from the pages of the bolsheviks, who were pretty fucking effective propagandists all things considered, "what is to be done?" By Vladimir Lenin asks a question in its very title, and it's effective because it draws people in. That paper alone was a large factor in the Russian revolution. If we study propaganda, study everyone. Including your enemies. They got here somehow.

If you ask a question, and then answer it yourself, it can be even more effective. Because as I said, people are drawn in by the question itself, and they want to continue reading to see the answer to it.

But to ask a question and not answer it does the exact opposite. It goes from propaganda to being an inept politician. It satisfies nobody if you yourself do not have an answer to your own question. If you have no answer to the question, avoid asking it.

I have personally always disliked the question - answer format. It doesn't seem definite and gives off effete vibes for some reason. The again Hitler used questions so maybe I'm just dumb.
