Depends on where it was. It wasn't used to ID jews in Northern Europe where people actually can have red hair. Up there they ID'd jews by black curly hair.
In southern europe, where plenty of people have black curly hair without being jewish at all, they ID'd them with red hair. France here would fall under the "southern european" blanket. There's a lot more black curly haired Frenchmen than redheaded ones.
Slavs are a different scenario. They ID'd jews with both characteristics because both black curly hair and red hair are very uncommon among their race.

However, with the multiculturalism poisoning europe, i think european nationalism is the quickest way to galvanize europeans into action, across europe, against the invaders. With a focus on defending europe as a whole, i think it minimizes the chances of yet another brother war.
