Fun fact: municipal infrastructure used to be paid for by the capitalists running successful businesses in the cities. They would pay for roadd and water and power infrastructure because they needed it and other citizens could buy in. The actual city councils didn't do any of this, they were just a mechanism by which the wealth of the city could organize their undertakings.

Today they charge taxes to let the infrastructure that they never built collapse.
