First, we would conquer them. Anyone who tried to physically resist our rule would either be killed or tamed in some other way. In the end, they would have to practically worship us as rulers.
The laws they would have to follow would be rather simple, but the first law we would enact and enforce is "Don't touch white people" followed by "don't touch our stuff." Violations of these laws would result in death.
The next move is that we would practically enslave them. We would find some kind of resource that would justify the cost of forcing them to learn the most basic skills, such as showing up to work, keeping themselves healthy and well-fed, and learning how to follow simple instructions. The sorts of tasks they would do would be very basic. Things like digging a hole would be considered advanced science to them. Mostly they would be employed in carrying things from one place to another.
After sufficient time has passed, then we can begin the long job of actually civilizing the people. This is done by enforcing basic laws on them, such as not raping or murdering each other, not committing adultery and theft against each other and such like that. The trick is that we can't really enforce these laws unless there is a semi-functioning legal system, which requires their cooperation. I mean, white people can see violations of the law and enforce the law, but until they start enforcing the law on themselves it would mean nothing. They would only see us as violent wicked demons who kill people randomly until they start connecting actions with results and begin demanding certain punishments for certain actions.
Once they start enforcing the laws on themselves, they will begin realizing the importance of having fair and impartial judges and rulers, and they will begin to naturally elevate such people. What makes it easier is that we'll be quietly culling the low-IQ people who can't understand the most basic laws of civilization and so helping them breed higher-IQ children. At the very least, higher-IQ people will find a better life living under our system, maybe even being entrusted with some degree of authority, while lower-IQ people will be left to do back-breaking menial tasks such as carrying stuff.
This will take hundreds of years to have a significant effect, but ultimately, there is the chance that their society can be changed such that they are almost capable of governing themselves. However, those who are bright enough to govern them will recognize the importance of having white men be the government, and will not so easily overthrow their masters.
Of course, this all assumes we can keep the jews away from the entire process. The less they know about what's happening in Africa the better.
How about we just skip to the end game then because I don't think enough would survive without creating inbreeding issues.
Stop sending them money and food, it just makes their situation worse.
Leave then alone forever. No more NGOs, no more government organizations, no more intervention. Just leave everything south of the Sahara desert alone. Forever. And don't let them move anywhere.
Then they'll be happy living their nigger lives, their numbers won't be enormous, and they may or may not evolve in however long, who knows.
It might actually take much less than even a single decade because of the critical mass of niggers will cause such an insane amount of chaos that only the few independent bushmen and hunter gatherers will survive the collapse.
You will definitely see some military factions surviving for a year or two due to cannibalism and hunting wild animals, but they will succumb to starvation and sanitary conditions deteriorating because every source of water will be severely contaminated with dead niggers.
