If people don't understand what the problem here was is that the kimono was folded in a way typically reserved for dead people(right over left) whilst wearing the chrysanthmum symbol that is the emperor's symbol, whilst having tattoos and tattoos are taboo in Japan.
So basically invoking the death of the emperor while flagrantly flaunting cultural taboos. Sounds par for the course.
