These are tattoos, not tags. They wouldn't tattoo #11 as #3 before they knew they would be getting rid of #3. That bullshit theory doesn't even begin to make sense logistically, let alone logically. Try again, rabbi.

Think with your brain about why you'd serialize things. Do apples get numbered? How is that different from the way your vehicle is numbered? Would you number your underwear? Do your bullets have serial numbers on them?
