I do financial literacy courses at a school, for free, as part of a service club. The same club puts on courses for avoiding scams, signing contracts, writing letters and filling official forms, basic meal prep and all the other things you wish they'd taught you.
The club is entirely member funded. The schools do not need to pay for the lessons we put on for high schoolers. One of the poorer schools canceled the classes because it "wasn't in the budget anymore" just recently. They are trying to make it seem like this is related to the recent cuts because the program is incredibly popular with parents and students.

Wiemar Germany had similar problems, national socialists as well as social democrats solved this by opening up "the peoples house". Basically, the party would own properties allover the country which could be used by the people for this exact sort of things.
Doesn't have to be anything big or fancy as long as there's enough space and seats for everyone, heck even a church or the parish home that comes with every church would be perfect for this purpose.
They already exist. They're called recreation centers and they're all over the place. Or public libraries. Most government buildings are 90% unused, 60% of the time. Waste of space and resources.
Hey fbi instead of teaching old people how to deal with scanners, you should just be catching the scammers. Hundreds of YouTube people figured out how to absolutely fuck them over and jack their computers, maybe you should get a fucking clue.
