There are brown japanese, but they are known for wanting to be as white as possible, though ironically I think the brownest people in japan are the original inhabitants descended from whites.

I agree that in the example you provided the game's character does look more like someone from Indochina, Malaysian, Indonesian or Polynesian than Japanese. I just think the developers of that game have already shown they don't care about getting anything right, so it doesn't much matter.
