Could be due to the Housing crash in 2008-2009. Unqualified people got home loans and couldn't repay them. Houses were foreclosed, many in black areas.

Nope. This was a project from some do-gooders who wanted to help a bunch of niggers out in this neighborhood by renovating their homes for free. It only took 10 years for these apes to run it down to the ground as it was before whites tried to help. there is no use helping them, it's been proven again and again through history to be a waste of time and resources
