Well that is exactly what US companies have done over the past few decades, except they moved their companies for the cheap labor not the most skilled labor. Trump then proposed taxing the crap out of the products ( or at least at the same rate they tax US products) imported to the US. So now they have ramped up importing their cheap labor instead of moving their companies.
