The people of dunharrow pledged to aid gondor in the first war against sauron but stayed home and did jack shit, thus cursing them to undeath until their oath was fulfilled. Aragorn was basically giving them a chance to honour their oath and finally let them rest.
There's probably a better example, but comparing Aragorn to a landlord collecting his late rent payment from a bunch of deadbeat freeloaders would be a better comparison.
