Man, I don't know, maybe it's because they have had to deal with the slow encroachment of illegal occupiers for over 70 years. Middle easterners still give a fuck about being presentable regardless of circumstance too (remember, back in the day even the most dirt poor people had a suit). This means nothing. A good haircut is dirt cheap in those places too (even adjusting for the means of the people there). I know because I've been.
