I think the shooting may be real. But they want to maintain their image of control and put this actor in as the suspect.

I think this guy is an actor that they made to go back to the hostel and go in the cab. Make it look like no one gets away.

1. the guy basically had to follow 0 rules of hiding himself. it makes them look like they lucked out.
