I think the shooting may be real. But they want to maintain their image of control and put this actor in as the suspect.

His coat, backpack in the hostel pic doesn’t match the shooting picture. Neither do his eyebrows.

They found a backpack with Monopoly money, yet they also found him at McDonalds with a backpack as well? So two backpacks? Two different coats?

I think this guy is an actor that they made to go back to the hostel and go in the cab. Make it look like no one gets away.

I lean towards this. The guy will spend the rest of his life with a beard and a different name. Just like the Feds that blew up Oklahoma City.
