America and Britain didnt just tolerate secret societies, they openly embraced them. There was a point where a third of american men were some for of mason, ironically European immigration dealt a serious blow to masonry as more Catholics entered the country to oppose it. I'm quite certain a lot of Anti-Catholic sentiment in the US was the result of the masons being afraid of being exposed rather than a legitimate nationalistic attachment to any particular Christian creed. (In fact, the first amendment prohibits an official creed from being established in the US, and was likely a poison pill from the masonic members of the founding father to ensure america would eventually be de-Christianized).
