These are invariably top-down decisions forced upon the people.
They're not going to ask the japanese for permission either.
Usually it boils down to ignorant voters and traitors in various small parties which ends up with unproportionally high influence. I'm also skeptical towards blaming the voters for (((mass immigration))), that whole thing seems like a humiliation ritual.
Yes, sadly Japan's government seems to be just as gigajewed as the US is, but they operate around 10 years behind the US.
