The only reason Helene imparted so much destruction in the Appalachian mountains is because there was a low pressure area over the region prior to the hurricane making landfall.
Essentially if there is no high pressure barrier a hurricane will go much further inland than it naturally could.
Some might say it was HAARP or just a 1000-year storm, personally I have no idea, either way planning around occurrences that happen once a millennia is not a very efficient plan for society.
You are right. The whole reason this came into question is because vast land was purchased immediately after the hurricane decimated areas partially by the government and partially by private institutions. I have no clue either, however, given the current state of events anything is possible. It's good to keep an open mind about these sort of things.
