Much of Iowa is being colonized too right now due to CO2 pipelines, they use eminent domain to install those pipes under farmland. This is high pressure CO2, once such pipe bursts (it already happened 62 times) the whole area is filled with an invisible gas that makes it impossible to breathe, and cars won't run so there's no escape. You need oxygen tanks and a bicycle.

No violence yet, just saw a post on oyvey.nigger yesterday (night time in the US) were some local politician are talking about it. Mostly boomers interviewed, no young people. Nobody had any idea of the purpose, heck people were confused that their cars wouldn't start during the leak, even tho combustion engines need oxygen. Weather control is already done under the rebranded name of "cloud seeding" and "weather modification". If they can control rain and snow fall patterns it wouldn't be outside the realm of possibility creating or perhaps worsening hurricanes.
The only reason Helene imparted so much destruction in the Appalachian mountains is because there was a low pressure area over the region prior to the hurricane making landfall.

You are right. The whole reason this came into question is because vast land was purchased immediately after the hurricane decimated areas partially by the government and partially by private institutions. I have no clue either, however, given the current state of events anything is possible. It's good to keep an open mind about these sort of things.
