I dont think they caused the hurricane (unless theyve been storing up nog babies and illegal children to sacrifice to demons to create the hurricanes), I think they just are exploiting a natural diaster like they did with Hawaii and its fires.

To some extent, the path can be controlled. Wind in general is a conflict between hot and cold air. Make it rain in one place and the hot air will go elsewhere, pushing the hurricane in one specific direction.
