The fact that different races have a different ability to create a civilization is not obvious at all. It was understood only at the end of the 19th century with the advances in racial science, and then of course this belief was destroyed with WWII.

Yes niggers were uncivilized but this was thought to have been due to the environment, or their lack of religion, or other factors. Nobody understood that humans are genetically different.
