Well, it happened once in Germany, but in general you are right. But not picking the *best* doesn't mean it's bad. A 9/10 is great, but a 8/10 will do too. The problem is when some 0/10 faggot is voted and a 2/10 retard is considered heckin' awesome because the bar is so low.
As a means to an end, I can see democracy finding the best option, like happened once before in Germany. But even the Germans had the sense to shut down the democratic process once this right man was found, because his judgment will always be clearer in picking a successor than the vote of the masses
